Naomasa, first head of Ii family, became lord of Minowa Castle in Kozuke Province when Tokugawa Ieyasu, who was Naomasa’s master, moved his home base from Hamamatsu Castle to Edo Castle by order of Toyotomi Hideyoshi. In this letter, Hideyoshi gives Naomasa instructions on how to govern the fiefs at Minowa.
